Mike Howard, Chief Security Officer (CSO) for Microsoft Corporation, holds global responsibility for the vital security functions of operations, investigations, risk mitigation, crisis management, executive protection, security technology, strategy, intelligence and employee awareness. 

Mike led development of Microsoft's three interconnected Global Security Operations Centers (GSOCs), which perform global security monitoring and response.  Based at Microsoft campuses in the United States, India, and United Kingdom, the GSOCs have become well known in the security field as a leading model for conducting operations globally.

As security leader, Mike contributes to the field through key roles in numerous industry organizations:  International Security Management Association (ISMA), Board of Directors; Security Industry Association (SIA), Board of Directors: U.S. State Departments Overseas Security Advisory Council (OSAC), Forecast and Innovation Committee; International Security Conference (ISC), Advisory Board: and Security Executive Council.

As an internationally renowned speaker, Mike draws on his extensive security background to help drive the industry to innovate.  He speaks regularly as a subject matter expert on security and leadership.  Mike has been profiled in the security press, including Security Technology Executive, and Security magazines.  Security named him one of the most influential people in security in 2010.

Before joining Microsoft, Mike spent 22 years with the Central Intelligence Agency, finishing as Chief of Station, the agency's highest field position.  Mike also worked in the CIA's Office of Security and served on the security staff of the Director of Central Intelligence. Moving to the Directorate of Operations, he worked in the Counterterrorism Center, ran global programs, and served in assignment around the world. He was executive officer for the Office of Military Affairs and a special investigator for the Office of Inspector General.

Mike serves as a law enforcement officer with the Oakland, California, police in the late 1970s.  he holds a BS in criminal justice administration from San Jose State University.

William Raisch

William G. Raisch is the founding Director of the International Center for Enterprise Preparedness (InterCEP) at New York University established with initial funding from the U.S. Department of Homeland Security as the world’s first academic research center dedicated to private sector risk management and resilience.  

His work at InterCEP focuses on real world impact with an emphasis on the development of actionable strategies and policies through active collaboration with key private sector stakeholders and a holistic approach to risk management and resilience. The Center’s research activity focuses on achieving objectives in uncertain environments with insights from the areas of risk management, strategic planning and innovation.  Special emphasis is placed on the “what” and “why” of enterprise risk management and resilience.  

Mr. Raisch is actively engaged with the international business community as well as elements of various national governments and NGO’s globally.  Mr. Raisch served as private sector preparedness advisor to the U.S. Federal 9-11 Commission and assisted in developing the Commission’s recommendations on private sector emergency preparedness.  He has over 30 years of experience in the private sector spanning roles in both private and public corporations.   His background includes early roles in management consulting that spanned a diversity of industries, leading strategic planning for Smith Barney International and managing several start-up efforts addressing new business innovations and technologies.

He is a member of the Board of Directors of the American National Standards Institute (ANSI), an Advisory Board Member of the Contingency Planning Exchange, a Principal Member of the Technical Committee on Disaster/Emergency Management & Business Continuity (NFPA 1600) and a member to the U.S. Technical Advisory Group to the ISO Technical Committee on Societal Security. He serves on the Committee of Experts for ANAB – the accrediting body for the voluntary Private Sector Preparedness Program (PS-Prep).  He also serves as the emergency manager for his home town, the Village of Asharoken, New York.

Arnold E. Bell

Arnold E. Bell joined the FBI in January of 1988 and was assigned to the Los Angeles field office.  During his 12 year tenure in Los Angeles SSA Bell’s investigative experience includes broad-based knowledge and experience in most facets of criminal investigation, with particular emphasis on, fugitives, bank robberies, financial institution fraud, intellectual property rights, public corruption, Asian organized crime, and international kidnapping matters, among others.  SSA Bell received the FBI Director’s Award for Special Achievement for his role as Case Agent in a successfully resolved international kidnapping matter involving the Peoples Republic of China.

SA Bell has been an FBI Headquarters Supervisor since 1999 and has worked in the Training Division were he coordinated numerous international training sessions.  Following the terror attacks of September 11, 2001, SSA Bell was selected to be a member of the United Flight 93 investigative team and was assigned to the Inspection Division. SSA Bell was named Unit Chief of the Innocent Images Unit in September 2003.  Under his direction the FBI’s efforts to address the online sexual exploitation of children were enhanced by the acquisition of additional resources, an increased FBI undercover presence in areas of the Internet most likely to house persons interested in the sexual abuse of children, and the significant interaction with the FBI’s international partners.  Further, SSA Bell is the chief architect of the Innocent Images International Task Force with currently has membership from over 50 countries and Europol.  This joint international task force was started in 2004 and it continues to this day.  The task force is responsible for the capture of pedophiles across the globe and the rescued of numerous victim children.  In November 2008, SSA Bell was named Assistant Section Chief of the Cyber Crime Section, Cyber Division, FBI.  In that role, SSA Bell had oversight of five Units, Innocent Images Unit, Cyber Education and Development Unit, the Internet Crime Complaint Center, the Cyber Initiatives Resource Fusion Unit, and the Public Private Alliance Unit.  In January 2010 SSA Bell received the “Commissioners Award” from the Queensland Police Services, Queensland Australia, for his role in leading a major multinational child exploitation investigation.  In April, of 2010, SSA Bell was assigned to the Domestic Security Alliance Council as its Deputy Program Director and subsequently named Program Director.

Prior to becoming an FBI Agent SSA Bell was a member of the United States Army where he performed numerous life or death rescue missions as a crewmember of the 498th Medivac Unit.  Subsequently, SSA Bell as assigned to Army Criminal Investigative Division (CID).  While a member of the Army CID SSA Bell, worked homicide, rape, and other violent criminal matters.

SSA Bell has testified before the Congress of the United States, has traveled as a member of First Lady Laura Bush’s delegation to France to attend a symposium on the protection of children, has appeared on the Bill O’Reilly’s television show (The Factor) twice and made appearances on several local radio and television programs.

SSA Bell holds a BA from Saint Leo College in Florida. SSA Bell has provided law enforcement training to numerous FBI field divisions, FBI Headquarters, and the FBI Academy at Quantico.  Further, he has trained police officers in several countries around the world.
